Bong County, Liberia: missing child sparks fear and anger

It may be qualified as normal that parents are worried when one of their childen is missing and it’s also quite normal when neighbors and relatives share in these emotions and help in searching for the missing child. In Bong County, residents took to the streets and even stormed the police headquarters on February 5 after a 9-year old boy, little Moses Vesselee, was reported missing the previous day.

A community leader expressed the generally felt fear that the situation might be caused by a ritualistic killing. After all, in Bong County ritualistic killings are no exception.

In recent years several murders for ostensibly ritual purposes have been reported, mutilated bodies of victims (often young children) have been found. In 2017, a year when presidential and general elections were held, there were demonstrations in this vote-rich county against the reported surge in ritualistic killings.

On February 8, the body of little Moses Vesselee, commonly known Kuwai, was found in an open pit. The coroner concluded that the little boy had died from drowning, hence no ‘foul play’.

Be that as it may – and let’s hope the coroner’s conclusions are warranted and there was indeed no foul play – the incident shows once more the persistent problem of ritualistic killing in this West African country. The reader is reminded of Dr. Alan White’s testimony before the US Congress, in 2023. In his testimony, Dr. White, the former Chief Investigator of the Special Court for Sierra Leone, elaborated on the phenomenon of ritualistic murders in Liberia, and he linked the Weah Administration – replaced in January 2024 – to extrajudicial, ritualistic killings (see below for details).

Concluding, the anger and frustration of the Bong County residents who stormed the police headquarters may thus have become clear. Let’s hope that there is never again reason to reproach the police a slow response or lack of action, and let’s hope that no more ritualistic murders will take place.

Only the future will tell if this hope is justified.

Bong County: 9-year-old boy goes missing – residents storm Police’s HQs for speedy investigation

GBARNGA, Liberia- Angry residents of Rubber Factory Community on have stormed the Headquarters of the Liberia National Police Bong County Detachment to intervene in the search of a missing nine-year-old child some 198 kilometers from Monrovia.

According to the furious citizens in this central city, Little Moses Vesselee commonly known as Kuwai, went missing during the afternoon hours of Sunday, February 4, 2024.

He and his parents including Church members had gone to dig sand at the bank of Jor River in Gbarnga. The Jor River is noted for its illegal and unregulated sand mining activities in Bong County.

Speaking on behalf of the angry citizens, Mr. Adolphus Kpana, the community leader and a resident, Clarence Sally, expressed fear that any delay in the search of Little Kuwai Vesselee might lead to an undesirable situation while reflecting on several reported ritualistic killings of minors in Bong County (italics and bold letter type added by the webmaster FVDK).

“We want you join us to look for the child. We’re against this act. We want our son,” they said.

“Any action of us not finding our son, the citizens will inspect every car leading to and fro Monrovia. We will not take this likely” they warned.

The Rubber Factory Community residents openly petitioned the Liberia National Police Bong County Detachment through its Assistant Commissioner of Police, Fasu V. Sherriff to investigate and intervene towards the search of the mysterious disappearance of the 9-yr-old boy.

The concerned citizens were seen with placards saying:  “Please stop the ritualistic killing in Bong; We want our son to be freed; the killing must stop, release our son.” (italics and bold letter type added by the webmaster FVDK).

In remarks, Sherriff said he and his men have instituted all security measures since they obtained information regarding the disappearance of little Moses Vesselee and expressed hope of finding the child alive.

He however, called on residents of Rubber Factory community to assist the police with vital information in the discharge of their investigation.

“We started since this morning looking for the boy as soon as we got the tipoff. We are sharing the information with our colleagues to find the boy alive. We want you to provide additional information to do our work. We need your cooperation,” Sheriff said.

Investigation into circumstances surrounding the child’s mysterious disappearance continues.

The late Moses T.K. Vesselee, age 9, was found dead in a sand mining deposit, 5ft 10 inches deep, with bruises on his head and his skin peeling.

After being missing for four days, 9-year-old Moses T.K. Vesselee was discovered dead in Rubber Factory Community in Gbarnga, Bong County.

Popularly known in the community as Kuwai, Little Moses’ corpse was discovered on February 7, 2024, near the Jor River in the Rubber Factory Community, Gbarnga City. The 9-year-old boy’s remains were discovered in a sand mining deposit, about 5ft 10 inches deep, with bruises on his head while the outer layer of his skin was peeled or removed.

The deceased went missing on Sunday, February 4, 2024, at about 3:00 pm when he and his parents, along with other church members, had all gone to mine sand along the Jor River in the community.

Residents of the community in Gbarnga, Bong County, on February 5, 2024, stormed the headquarters of the Liberia National Police Bong County Detachment to intervene in the search for a missing nine-year-old child.

They expressed fear that delays in the search of the boy might lead to an undesirable situation reflective of circumstances involving the killings of other children in the county without the alleged perpetrators being brought to book.

Meanwhile, upon the discovery of Kuwai’s body on Wednesday, a 15-man jury constituted by the LNP Bong County CSD Department examined the body and reported “no foul” played, thereby instructing family members of the victim to immediately interrogate his remains. The coroner jury report further revealed that Little Vesselee died from drowning.

Furthermore, family members of the late Moses T.K. Vesselee, in a remorseful mood, concurred with the jury’s report but scapegoated police officers in the county over their delay in investigating the whereabouts of their 9-year-old son.

Prior to his death, Moses was a 5th-grade student at Community House Elementary and Junior High School, located in the Rubber Factory community of Gbarnga.

The decomposed body of an 11-year-old girl, who went missing in the Frank Joe Community in Gbarnga, Bong County has been found with several body parts allegedly extracted.

Sunday afternoon, 18 January, 2015 was a scene of grief and consternation in Gbarnga  as the minor’s  corpse was discovered along the bank of the Jor River in the central Liberia provincial capital.

Little Dailey Gbapue’s body parts, including vagina, ears, and nose were all reported missing when the body was discovered.

A relative of the deceased, Salome Gbapue, narrated that the little girl was sent by a neighbor of the community last week Wednesday afternoon, 14 January to go and buy something, but never return only to discover her dead body four days later with body parts reportedly missing.

She continued that they had to bury the little girl by the river bank because the body was almost decayed.

Miss Gbapue said a man only identified as Oldman had informed her that he knew the whereabouts of little Dailey Gbapue and she asked him to led her to the location, which he failed to do.

She said police have since arrested and detained Oldman and the female community resident, who sent the deceased on the errand.

Police in Bong County have confirmed the arrest and launched an intensive investigation into the incident.

Many residents are linking the death of little Dailey Gbapue to ‘heart man’ or ritualistic activities. Though dead bodies had been discovered in Gbarnga, especially in the Jor River in recent years, were no reports of body parts missing.

Bong County residents have called on police in the county to launch thorough investigation into the matter and bring the perpetrator to justice.

The death of little Dailey Gbapue has created fear in several quarters in the county with some expressing that this might be a return of ritualistic killings for power.

Mr. Jackson father of missing boy, A three-year-old boy has been
mysteriously found dead in Kpatolee Clan, Salala District, lower Bong County.

The late Jacob Jackson was found dead on Thursday, February 18, 2016 with several parts extracted from his body after he had gone missing on 11 February in his parents’ garden. His lifeless body was discovered in a little water called Nanei about five minutes’ walk from his parents’ garden in a swamp.

Among parts that were missing from the lad’s body include eyes, nose, tongue and esophagus as well as his penis. Speaking to reporters on Saturday, February 20, the secretary of a 15-member jury only identified as Morris, explained the body was found lying on its back, completely naked with skin on forehead removed.

Morris also narrated they saw the area where the body was forcibly pushed and dragged into the water, but said no one has been linked to the gruesome death of little Jacob Jackson. He accused authorities of Kpatolee Clan of denying family of the deceased and community residents the opportunity to search houses in the area because news had earlier come that the boy was still alive in one of the houses in the community.

He said authorities of the clan prevented youth, including himself from erecting road block to draw the attention of central government. Morris recalled that on 14 February two strange guys were arrested with some drugs and turned over to the local authorities, but the suspects claimed they were in search of a local herb called country spot.

He said the guys were arrested with blade, toothbrush and flashlight in the same surrounding where the late Jacob went missing. “Of the two men, one claimed to have come from Kakata while the other said he came from Salala.”

He said they were immediately arrested and turned over to the police in Salala and subsequently sent to jail, but wants the suspects brought to justice. One resident of Salala who spoke on anonymity, said the child went missing in an area where his father was present and working the very day, but was reluctant to carry out a search despite pressure from his wife.

However, the boy’s mother continuously cried on him to help her find the child, and without getting his cooperation, reported the matter to residents of the town who compared him to stop work and join his wife to look for their son.

Mr. Jackson refused to speak to the press on the mysterious death of his son.

2017 was an election year. In Liberia an election year often means an increase in ritualistic killings.

In August 2017, Bong County citizens took to the streets to protest against the reported surge in ritualistic murders. A leading Liberian newspaper, FrontPage Africa, published an alarming article on this citizens’ protest, Vote-Rich Liberian County Protests Election Year Ritualistic Killings’ which I posted.

The immediate reason for this press conference was the discovery of the mutilated body of a 21-year old woman in Gbarnga, Bong County’s capital. I posted this report, published by FrontPage Africa, a week later, on October 22, 2021 as ‘Liberia – another ritualistic murder: missing young woman found dead, body parts extracted‘.

The preceding overview does not pretend to be complete. Its main purpose is to demonstrate that the anger and fear of the residents of Bong County after 9-year old Kuwai Vesselee got missing was warranted.

For briefness sake I will refer here to Dr. Alan White’s testimony before the US Senate on ritual murders and mysterious disappearances in Liberia on September 19, 2023, linking the Weah Administration to extrajudicial, ritualistic killings. Dr. White is the Chief Investigator of the Special Court for Sierra Leone (SCSL) .

Liberia: man narrowly escapes attempted ritualistic murder – suspected link with forthcoming elections (October 10)

One of Liberia’s best and most reliable newspapers, FrontPageAfrica, yesterday published a harrowing and scaring report on an attempted kidnapping, presumably for ritualistic purposes. It all happened in Paynesville, Greater Monrovia, Montserrado County, around 3:00 a.m. last Thursday, September 21.

When hearing or reading about alleged or attempted ritualistic murders I am always wary of the danger of jumping too soon to conclusions. But certain details of the story which the aimed victim Sherman Cooper tells us are very realistic: the black, unmarked car, a Nissan Pathfinder, the way he managed to escape from his agressors, as observed by an eyewitness, and above all his wounds, the cutting marks around his neck and another on his genitals. Moreover, and the author of the article, Lennart Dodoo, also mentions this explicitly, it is election time in Liberia: ‘Ritualistic killings during elections are not a new phenomenon in Liberia.’

Last week I put the spotlight on Dr. Alan White’s testimony before a subcommittee of the Foreign Affairs Committee of the US House of Representatives when the former Chief Investigator of the Special Court for Sierra Leone focused on the frequency of ritual murders in Liberia and the alleged link with the Weah Administration, notably the Office of the President.

It sounds unreal, in the 21st century, but we cannot close our eyes for the at times brutal reality. Investigations into real or alleged ritual killings very often fizzle out in Liberia, reportedly because of the alleged, suspected or real involvement of ‘big shots’ (politicians, high-ranking government officials or other highly-placed Liberians) – similar to investigations into alleged or real corruption.

We’ll see whether we ever hear more about this case…

Liberia: Man Narrowly Escapes Attempted Ritualistic Murder; Brother Abducted by Kidnappers, Still Missing

MONROVIA – Saved by an act of bravery but severely wounded, Sherman Cooper, a victim of an alleged kidnapping and attempted ritualistic killing, now wonders about the whereabouts of his brother, Michael, whom the alleged kidnappers escaped with.

Sherman jumped out of the black, unmarked speeding Nissan Pathfinder, which had given him and his brother a lift from Paynesville, near the Fabulous opposite Bethesda.

FrontPageAfrica has confirmed that Sherman is currently receiving medical attention at the John F. Kennedy Memorial Medical Center’s trauma unit.

Some residents of the area and eyewitnesses say the unmarked black Nissan Pathfinder is often seen patrolling the VOA area in Paynesville.

An eyewitness who was driving behind the speeding SUV said he saw Sherman jump out of the moving vehicle. He said the kidnappers looked foreign and suspected them of being Burkinabe.

In a video seen by FrontPageAfrica, Sherman, who was stark naked and bloody, is seen with cutting marks around his neck and another on his genitals. He also sustained severe injuries on his knee, head, forehead, back, buttock, and thigh.

He is heard wailing, “I’m in pain, oh, I’m in pain, oh. Y’all help me. They carried my brother. They’re going to kill my brother. Y’all, please carry me to the hospital.”

He added, “The people put the windshield [glass] up, I fought. The passenger seat behind [extra cabin seat in the trunk] and two people were sitting behind we didn’t know. When we sat, that’s when they… I said ooh they want to kill us.”

FrontPageAfrica learned that the police and security authorities have been interrogating Sherman as the whereabouts of Michael remain unknown.

According to the eyewitness who saw Sherman jumping down from the car, he stopped his car and observed when he saw Sherman jump from the car. “He started crawling towards me, crying ‘Please help me, please help me,’” he explained.

This happened around Rehab.

According to the eyewitness, the incident occurred at about 3:30 a.m. last Thursday. In his narrative, he said Sherman and his brother were supposed to alight at Rehab, but as the vehicle approached Rehab, it increased its speed, and that’s when Sherman and his brother started fighting.

“The guys put a rope around their necks. They had two guys in the back seat, so they put a rope around their necks, and they started fighting. But he was fighting for his life, so he managed to hold on to the glass, and they tried to put the glass up, but his hands were already between the glass, so he managed to pull the glass down with strength while they were concentrating on taking off his private part, and he managed to jump through the window while they were at the junction,” the eyewitness explained.

Ritualistic killings during elections are not a new phenomenon in Liberia. In 2021, a UN human rights expert called on the government to investigate a series of killings that have occurred this year, some of which have reportedly been linked to ritualistic practices.

At least 10 people were killed in unclear circumstances in December 2021, including five in September, reportedly with suspected links to ritualistic practices or political motivations.

Last week, Dr. Alan W. White, Co-Executive Director of the Advocacy Foundation for Human Rights, delivered a compelling testimony before the Committee on Foreign Affairs, Subcommittee on Global Health, Global Human Rights, and International Organizations, addressing the pressing issue of ritualistic killings in Africa, with a particular focus on Liberia. Dr. White shed light on the Foundation’s mission to combat human rights violations, including ritualistic killings and the alarming allegations linking these acts to high-ranking government officials, including the Executive Mansion.

In his testimony, Dr. White detailed the challenges faced in gathering information and conducting investigations into ritualistic killings, emphasizing the danger faced by sources who dare to speak out against these crimes.

Dr. White’s testimony also touched upon recent cases of ritualistic killings in Liberia, such as the mysterious disappearance of three young men hired for a task in Bong County in October 2020 by the St. Moses Funeral Home. The bodies of these young men were never returned to their families, and investigations into their deaths remain unresolved, raising suspicions of involvement by influential individuals with close government ties.

“The Foundation has received disturbing information about the frequency of such killings and the allegations linking it to the Executive Mansion (The Office of the President) and other high-ranking government officials. Details of these atrocities are difficult to obtain,” he said.

He also linked the past regime to acts of ritualistic killings, saying, “The Ellen Johnson Sirleaf administration during her 12 years (2006-2018) in office was plagued with ritual killings, and despite vows to bring them to an end, they continued. The same problems continue under the Weah administration, and unlike Sirleaf, there were no insiders reporting her direct involvement with the ritual killings.”

Chopped up with an axe and a heart eaten out – an atrocious crime committed in Lofa County, Liberia, in 1993

I’ve written on an earlier occasion on the atrocities, ritualistic murders, cannibalism and other war crimes committed during Liberia’s civil war – for shortness sake let me refer to my October 20, 2022 posting, entitled ‘Atrocities, witchcraft, superstition and ritualistic cannibalism during Liberia’s First Civil War (1989-1997)‘.

There’s not much to add without risking repeating myself. Let me just briefly mention what I consider the triple motive of the perpetrator(s): first, to intimidate the bystander, the perceived enemy; secondly, to make clear that he, the actor, is the strongest, the conquerer, and thirdly, without doubt, there is a religious or superstitious drive, a belief in the supernatural powers of eating the heart of the enemy. Notably the latter motive makes it a ritualistic act, and murder, a despicable crime.

The 2009 report of Liberia’s Truth and Reconciliation Commission (TRC) includes many examples of ritualistic acts committed during the back-to-back civil wars (1989-2003). For reasons only known to herself, President Sirleaf (2006-2018) never implemented the TRC recommendations including the prosecution of the rebel leaders responsible for war crimes and human rights violations, possibly because she was also recommended for a sanction because of her (admitted) support of the NPLF, the rebel organization which started the civil war in 1989. Also President Weah (2018 – present) decided not to start procedures establishing a war crimes court, backtracking on previous statements when still in opposition.

The result is impunity for the perpetrators. Injustice. An insult to the survivors and victims.

Liberians will go to the polls on October 10 to elect a president, vice president and 88 lawmakers. The incumbent president, George Weah, has shown his position when it comes to justice for the victims and survivors. His main challengers are a former Vice President under President Sirleaf, Joseph Boakai, from Lofa County, whose running mate is a political protégé of warlord-turned-senator Prince Johnson – yes, the rebel commander who in 1990 gave his men orders to torture and kill then President Samuel Doe – and Alexander Cummings, who has promised to establish a war crimes tribunal when elected into the highest office.

We’ll closely watch events in Liberia during the coming month(s).

Chopped up with an axe and a heart eaten out: some crimes never die

Exactly 30 years ago, in the summer of 1993, a group of rebel soldiers sowed unheard-of terror in the town of Foya, in the small West African country of Liberia, then ravaged by civil war.

Here, 450 kilometers north of the capital Monrovia, a pious man respected by his community had the courage to denounce the rebel group that occupied the premises, ULIMO (United Liberation Movement of Democracy for Liberia). He did so to a humanitarian group, and told them that ULIMO was responsible for the looting of a hospital financed by humanitarian aid.

Once the foreigners had left, the pious man was taken to what was then used as an airstrip and his thorax was cut out by the rebels, his heart extracted and eaten in front of the population. “Try ULIMO, your heart” – which could be translated as “Defy ULIMO, we’ll take your heart” – was one of the slogans used to terrorize the population, a slogan that some civilians who survived that inferno still remember.

The most bloodthirsty of the ULIMO commanders, who opened the pious man’s chest with an axe and spread his killing spree to Foya, was known by the war nickname of “Ugly Boy”, despite his handsome features. The local population, who spoke a different dialect than the ULIMO soldiers, had nicknamed this commander differently among themselves, so as to be able to alert each other to his arrival without being understood by the rebels. They called him “Saah Chuey”, or “the man with the axe” in the Kissi language, as this commander was famous for chopping up civilians with his axe.

“Ugly Boy” was never tried for his ignominious deeds. Indeed, legend has it that he died by popular vindication, having been recognized in Guinea by refugees who had fled Liberia. However, if he were still alive today, “Ugly Boy” would still not have been tried in Liberia.

Indeed, in August we will be celebrating 20 years since the end of the wars in this country, and yet no one has been tried by a court in the country; the government and the United Nations having done nothing for the forgotten victims of Liberia. Despite the fact that a national Truth and Reconciliation Commission recommended in 2009 that the main players in the war should be brought to justice, and that at least 250,000 people lost their lives during these bloody conflicts between 1989 and 2003.

However, on Thursday June 1, 2023, the Federal Criminal Court of Appeal in Switzerland convicted a man, Alieu Kosiah, of participating in the axe murder of the Pious Man. Jurisdiction was given in our country because Mr. Kosiah had been resident in Lausanne since the late 1990s. The conviction came exactly 30 years after the events, and was handed down in Bellinzona, seat of the Federal Criminal Court, some 7,000 kilometers from the scene of the crimes, Foya.

Alieu Kosiah had already been convicted in June 2021 by the Criminal Court for multiple acts of war crimes, including having eaten a piece of the pious man’s heart in the company of “Ugly Boy”. At the time, however, he was found not guilty of the axe-murder, the first judges considering that he had not played an active role in this crime.

The appeal judges decided otherwise and sentenced Alieu Kosiah for complicity in the murder of the pious man, an act qualified as a war crime and a crime against humanity. During the reading of the verdict, the President of the Court, Olivier Thormann, explained that, according to the Court, Alieu Kosiah had handed the pious man over to “Ugly Boy” to be taken to the Foya airstrip, knowing full well what would happen next.

This appeal judgment marks Swiss legal history, as it is the very first conviction in our country for crimes against humanity. It now opens the way for prosecutions in Switzerland for such crimes, even if committed before 2011 and the entry into force of the new provisions of the penal code.

As a lawyer and Director of Civitas Maxima, since 2014 I have represented several Liberian victims in this case alongside Me Romain Wavre, including a friend of the pious man who was present at the scene and witnessed his ordeal, having himself been a victim of ULIMO crimes.

Our clients and other victims have shown exceptional resilience, dignity and courage. Most of them came to Switzerland three times to testify throughout the proceedings, and overcame the obstacles posed by the Ebola epidemic in 2014-2015 and the Covid-19 pandemic in 2020-2021 to finally obtain justice.

War crimes and crimes against humanity are unique in that they “never die”. Indeed, because they concern the international community as a whole, these offences are not extinguished by a statute of limitations after a certain number of years, as is the case for most ordinary crimes. Prosecutions for war crimes and crimes against humanity are thus theoretically possible as long as the person accused of committing them is alive and evidence exists, theoretically even if the victims are all dead. Just as the forgotten victims of Liberia obtained justice in Switzerland in 2023 for crimes committed so far away in 1993, victims of international crimes committed during current or recent armed conflicts must never lose hope. Even if we must do everything to ensure that they obtain justice before 2053 for the crimes they have suffered.

Liberia – Citizens to President Weah: ‘No ritual can help you from leaving office after the elections’

On October 10 general and presidential elections will be held in Liberia. At least 20 candidates are vying for the presidency. The opposition is determined to make incumbent president George Weah, a famous soccer star turned politician, a one-term-president. The ruling CDC wants to stay in power. After all, elections in Liberia – and elsewhere on the African continent – is all about access to resources, ideologies and political vision hardly play any role.

Elections and ritualistic murders often go hand in hand in Liberia (also elsewhere on the continent). Reportedly there was a surge in ritual killings in this West African country in recent years. Recently, people in Montserrado County, the seat of the government and the country’s capital Monrovia, told President Weah that no ritual, human sacrifice or money can prevent his loss and that of the ruling CDC in the ensuing elections.

Of course, such a public outcry is no proof or indication of any real or suspected involvement of an ambitious politician, named or unnamed, or of the ruling coalition or the fragmented opposition in criminal acts such as ritual murders. However, the hidden message is noteworthy.

That’s why I consider it worthwhile to include it here.

Several residents of Montserrado County have told incumbent President George Manneh Weah that no amount of alleged human sacrifice, ritual, and money can prevent him and the Coalition for Democratic Change (CDC) from leaving office. 

“We want to tell President Weah that no amount of human sacrifice, ritual, and money can help in this election,” potential voters said in Montsrrado County. 

They were responding to President Weah’s urge for his supporters to consider the tragic motor accident that killed some of his supporters last week and then give him a resounding one-round victory this October.

But some Liberians in Montserrado have criticized Mr. Weah’s statement, describing it as completely heartless and worthless.

” We listen to the President telling his supporters to not allow the death of the Daughters of Weah to go in vain. President Weah urged them to use the death for a resounding one-round victory for him and CDC,” the citizens said.

“We are aware that he used the death of those people to remain in power. But let them be informed that it will not work because God is not sleeping,” they noted. 

On Wednesday, 23 August 2023, President Weah and his party held a program to mourn the death of some members of the Daughters of Weah who were involved in an accident while en route to Gbarnga, Bong County for a political campaign.

During the mourning, President Weah urged supporters of the CDC not to allow the death of their partisans to go in vain.

Mr. Weah urged CDCians to ensure that the deaths of the Daughters of Weah be repaid with a resounding one-round victory. 

“I want to urge every one of you here today, don’t allow the blood and death of those that died in the accident go in vain,” said Mr. Weah. 

“We [want] you to ensure that this be repaid with a resounding one-round victory. We have to make sure that we pay for the death of those that died by giving me, CDC one-round victory, ” President Weah stated. 

In response Thursday, 24 August 2023, one of those interviewed, Mr. Jeremiah Doe, a resident of Logan Town Community, said President Weah is daydreaming. 

Mr. Doe said Liberians have resolved to democratically remove President Weah, claiming that no amount of human sacrifice, rituals, and money spent by President Weah and the entire CDC can help them to remain in power. 

” We are aware that President Weah and the CDC sacrificed those girls. But what I want to say is that President Weah is daydreaming because he can never be elected again,” Mr. Doe alleged. 

“This President has failed us and the only way to prevent this is to stop him from being re-elected,” he noted.

The barbaric act of ritual killing still present in Liberia – citizens protesting against unsolved ritual murders and rising insecurity

As I wrote earlier, Liberia has been in the grip of a series of mysterious deaths, unexplained disappearances and confirmed cases of ritual murders since at least early 2021 – though the recent spate of killings and mysterious disappearances dates from earlier. It started in 2020 with the unexplained death of a number of tax officials, three senior employees of the Liberia Revenue Authority (LRA) and the Director General of the Internal Audit Agency (IAA), who were found dead within one month. Unfortunately, ritual murders in Liberia are a permanent feature of Liberia’s history and society. See the brief overview which I posted in early 2022, Sketchy overview of the most famous ritual murder cases in Liberia since the 1960s.

What can I add besides dismay and the ardent wish that these barbaric practices cease to exist? The following article demonstrates that the Liberian government continues to fail in providing protection to its citizens and maintaining the rule of law by arresting, prosecuting and sentencing the culprits of these heinous crimes (webmaster FVDK).

LIBERIA IS FAST gaining notoriety as a country of ritualists with stories of mysterious deaths daily reported in the traditional and social media. 

THE LATEST IS THE GRUESOME murder of Princess Cooper who was discovered dead in a fence that is attached to the Fawaz building materials store at the ELWA Junction on   March 24, 2022. 

PRINCESS’ GRUESOME murder is only an addition to the harvest of deaths by ritualists in the last few weeks across Liberia. Recently, the lifeless body of a girl believed to be in her 30s was discovered in Caldwell with body parts extracted. To date, perpetrators of the dastardly act are yet to be found.

A DAY EARLIER, another lifeless body of a man believed to be in his 40s was found in the Soul Clinic community. As at the time his body was recovered, some parts had been removed. They included his penis, eyes and tongue. Still, the perpetrators have not been arrested.

THE MURDER OF PRINCESS has sent shock waves to all as anybody’s child, relative or friend could be the next victim.  

CONTRARY TO THE EXPECTATIONS of compatriots after the current administration came into office, a general feeling of insecurity and helplessness is on the increase in Liberia.

FROM ARMED ROBBERIES to ritual killings, Liberians are worried that they have been given the short end of the stick. 

IN ALL OF THIS, the security forces appear to be helpless as well. The Police, especially charged with internal security virtually lie prostrate in the face of security challenges. 

INDEED, LIBERIANS no longer have the inner confidence that the country can protect lives and property and provide a climate where prosperity could spring from.

ADDED TO THIS IS THE TENSION caused by the rising cost of living, inflation, failing businesses, the abysmal rate of exchange of Liberian dollars to the United States dollars, unemployment, and a feeling of despondency are challenges we also face. 

PEOPLE ARE DISENCHANTED with the current government because of its failure to address the basic daily problems, which confront them. Uncertainty about the fate of the economy and how to face the future is also a major concern.

ENSURING GENERAL security is the main duty of government to the people. Any government, which fails to guarantee the safety of life and property is not worth its salt. 

FURTHERMORE, after criminal acts have been carried out, the Police ought to be able to fish out the culprits. Our experience has been that criminals of some dastardly crimes are hardly ever caught. Intelligence gathering has failed. Crime prevention is abysmal. Crime detection appears worse.

COUNTLESS FAMILIES have been subjected to the trauma of mysterious deaths, and the time has come for the Liberia National Police to develop a counter-measure to this menace. 

THE BARBARIC ACT of ritual killing is still present with us. Some depraved citizens still believe that offering a human being for sacrifice is a gateway to prosperity. 

REPORTS OF DISAPPEARED children or ladies are rife. Sometimes, corpses are found with missing body parts. Unlike their counterparts in other climes who pursue mysterious murder cases to a logical conclusion the Liberian Police is not known to take this task seriously. 

ONE OF THE OBLIGATIONS of power, which the people entrusted to the ruling Coalition for Democratic Change (CDC) government is to create and sustain an atmosphere in the polity where individual and collective security is guaranteed. 

THE PRESIDENT and his government, the Liberia National Police under the supervision of Col. Marvin Sackor should rise to the occasion and reassure all that the situation can be controlled. 

PRESIDENT WEAH should go beyond lamentation and take drastic action and must dig into the root cause of this barbaric act and approach it from there.

WHAT WE ARE seeing are symptoms rather than cause and the president should make affirmative pronouncements and take concrete actions to instill confidence in the people.

It now appears that unsolved murders and increasing crime in the Liberian capital over time are now triggering a citizens’ response in the form of a planned protest being organized under a trending social media hashtag #JusticeforPrincessCooper.

According to our Correspondent in Monrovia, the lifeless body of a young Liberian female name Princess Cooper was found late last week in the compound of a business in Monrovia and it was the latest unexplained death. On Friday the body of a man was found in the suburb of Johnsonville. No arrests have been made. 

Police preliminary report dismissed “foul play” but say they are continuing their investigation in the death of the victim. There has, however, been a fierce backlash against the preliminary report of the police by citizens who say they are highly frustrated with the high level of crime, violence and insecurity in the county which is still recovering from back-to-back wars in the 1990s which killed an estimated 250,000 persons. 

Organizers of the impending citizens protest who posted to social media listed the names of 19 individuals and incidents of alleged murder and disappearance and crime hotspots in the capital Monrovia and are urging residents of various communities in Monrovia to gather on Monday, March 28 for the peaceful protest to highlight the rising level of insecurity in the country. 
No once has been prosecuted.

Various Liberian social media groups have blown up in the last few days with postings expressing outrage at the lack of security for citizens.

A sophomore student at the state-run University of Liberia told African Star in an interview that while she appreciated the Government’s foreign policy position of urging Russia to provide humanitarian assistance and protection for the people of Ukraine, the Weah Administration was failing to provide safety for its own citizens. “The first duty of Government is the protection and welfare of its citizens,” the Liberia college student emphasized.

African Star has not been able to authenticate the identities of the March organizers although it appears to have been organized spontaneously by concerned citizens. 

The unsolved alleged murders, ritualistic killings and disappearances are compounded by other issues including lack of reliable power and worsening sanitation problems which some international partners have cited to the embarrassment of the Government of Liberia. 

A diplomatic source in Monrovia told African Star on Saturday that the Monrovia City Government and the City Mayor appear to have lost complete control of effectively managing Monrovia. 

Recently the Inspector General Of Police Colonel Patrick Sudue tried to deflect responsibility for the dismal performance on public safety when he described the rising spate of murders and crime country as “fake stories being created by opposition politicians” to a give negative image of the country and damage government’s reputation.

Last January, the Police Inspector, however, complained that local logistical constraints, including lack of internet availability, were preventing Police from staying connected to Interpol. 

It is unclear if Liberia’s Ministry of Justice and Police are aware of the peaceful protest on Monday and whether it will be allowed, since President George M. Weah is out of the country attending a business conference considered as Expo 2020 even though it is 2022. African Star Correspondence in Dubai said it is unclear how the business meeting is dubbed as Expo 2020 in Dubai instead of 2022. President Weah in a speech in Dubai referred to the business session of the conference as Expo 2020.
Presidential Affairs Minister Nathaniel F. McGill in the office of the President is also out of the country in the United States.

Sketchy overview of the most famous ritual murder cases in Liberia since the 1960s

As is clear from the article below, all Liberian presidents including William Tubman, William Tolbert, Samuel Doe, Charles Taylor, Ellen Johnson-Sirleaf as well as other political leaders  are aware of the occurrence of ritual murders in the country, notably during election campaigns. It is even whispered that some presidents had a more than passive role in this respect but these – sometimes persistent – rumors have never been confirmed or proven.

The author, Melvin Pyne, presents an astonishing – sketchy – overview of ritualistic murders from the 1960s onwards hence covering a period of over half a century. 

He hasn’t mentioned them all. Certain cases have never been discovered. The thick Liberian forests hide many ritual murder crimes, I am very sure about this harsh reality, though without having proof of it. Nevertheless I am pretty sure that many people in Liberia will confirm this ‘gut feeling’ of mine (webmaster FVDK).

The Liberian government must take charge of our security, or else…

Last year ended on a rather low note for many  Liberians with the wave of alleged ritualistic, serial killings which instilled fear across the country. Communities and residents were on the brink of paranoia. Thus is upsetting the way of life for everyone.

Liberian history tells us that such killings have happened in the past. In the 60s and 70s, Gboyos (Heartmen) ravaged the southeastern parts of the country. Gboyos were a feared society that allegedly wore top hats, black suits, and captured people for ritualistic purposes. They took body parts, especially the hearts of their victims, thus earning them the nickname, Heartmen. The situation was so bad that the citizens pressured the government to act.

In 1979, the administration of President William Tolbert, took action. It investigated and convicted seven individuals including top government officials who were involved in the ritualistic murder of Mr. Moses Tweh in Harper, Maryland County. The court, after hearing the case, established a precedent. They handed down the verdict of guilty. The convicts were sentenced to death and subsequently executed publicly in Harper. Amongst those executed were James Anderson, Superintendent of Maryland County, Allen Yancy, representative of Maryland County and Philip B. Seyton, Senior Inspector of the Ministry of Commerce, Maryland County. This deterrent action practically slowed the act.

Years later in 1989, President Samuel Doe’s administration tried and convicted Defense Minister Maj. General Gray D. Allison and his wife Mrs. Angeline Watta Allison for the ritual murder of a police officer, J. Melvin Pyne in the Caldwell community. Gen. Allison was tried under the Uniform Code of Military Justice (UCMJ) at a military tribunal, found guilty and sent to Belleh Yalla, the maximum-security prison in Lofa County. His wife was convicted at ‘Criminal Court C’, and sentenced to life imprisonment according to the Mr. Max  Dennis, son of Mrs. Allison.

Allison was the most renowned government official convicted during the Doe regime. However, it is reported that an aide to president Doe, Mr. David K. Clarke and five others were tried, convicted and executed for the ritual murder of two little boys in 1987.

Liberia: Prince Johnson sentenced my mother to death – Watta Allison’s son breaks silence (published June 28, 2018, FP Africa)  

During the war years and President Taylor’s administration, there were rumors of murders for ‘Juju’ purposes. We must note that those were years of injustice and arbitrary justice, therefore there is not much record on how those cases were legally handled. Men in arms allegedly conducted speedy quasi-investigations and punished alleged perpetrators, wrongly too. Serious attention was not placed on the issues perhaps because killings were almost the norm, sadly.

On 29 June 2005 before the special general elections, there were reports of ritualistic killings almost across the country. The interim leader, Gyude Bryant warned that candidates tempted to boost their chances by carrying out human sacrifices will be executed if caught. While no one was successfully tried and convicted, Mr. Bryant’s warning seemed to have eased the situation for sometimes, as it was observed. ( BBC News, 29 June 2005)

In 2017 during the reign of President Ellen Johnson-Sirleaf, protesters (women in majority) stormed Gbarnga City in demand of answers to over series of young women including 12 years old girl who were seen dead with missing body parts. The women of the county under the banner Bong Women Association and the Bong Christian Association marched in the streets demanding more actions from the government in addressing such monstrous crimes.

Another notable case of ritual killing was the murder of seventeen years old Cyrus Yeawonyee in September 2015 in the suburb of the commercial city of Ganta. Cyrus was killed and body parts including eyes, ears and tongue were extracted according to report. Cyrus’ convicted killer was another teenager, Jacob Vambo who was sentenced to life in prison in February 2016. Vambo confessed to luring his friend Cyrus into the trap of powerful muscular men who allegedly killed him for a well-connected government official. His claims of the involvement of others in the killing could not be authenticated to punish those he had accused.

However, his lawyer (a Public Defendant) Cllr. Mewaseh Payebayee (late) and some observers believed his claims as they felt such a lanky looking child was incapable of overpowering someone and committing such gruesome murder.

A day after the investigation into Cyrus’ murder case by the Liberia National Police-LNP on 29th September 2015, Ganta experienced one of the most violent disruptions since the civil war. This time, it was a motorcyclist. The news of Cyrus killing was gradually fueling tension when the young man was discovered dead with blood allegedly drained from his body for the wealthy businessperson. Though, investigation disproved the allegation of ritual killing and established that the killing happened as a result of robbery, the damage was done. The popular Alvino Hotel in the City was looted and burned while two persons were reported dead, among the many damages done. About fifty arrests were made in connection to the riot.

With such history, it is no surprise why the public will be alarmed if there is a rearing up of such activities. The FrontPage Africa News Paper September 23, 2021 edition reported the alleged murder of John Tubman at his residence with deep cuts in the neck. John was the son of Liberia’s longest serving president William V.S. Tubman. Barely a month later, the death was reported of the renowned Rev. William Richard Tolbert, III, a peace ambassador and son of another former president, William Richard Tolbert, Jr. then, a Madam Maude Elliot of the Liberia Immigration Services (LIS) was also found dead. Both were murdered in their respective homes in similar conditions.

Additionally, amongst many others, the FrontPage Africa newspaper published on November 8, 2021 a list of several murders all of which occurred this year alone with victims displaying similar conditions. On that list was Jane Doe (Unidentified Woman) found on 17th Street Beach (September); Mordecai Nyemah (May), Florence Massaquoi (February), as well as, Robert M. Blamo, Jr., Bobby S. Gbeanquoi, and Siafa G. Boimah.

While last year, amidst the global Covid-19 pandemic, several other killings occurred- Elijah Polumah, Abraham Tumay, and George B. Fanbutu, mentioning a few.

But most troubling of all this were two separate incidents. First, is a statement by President George Weah in November, when he signed the book of condolence for the late Mr. Emmanuel Barten Nyenswa. Mr. Weah is on record urging citizens and residents to install at their premises, Closed Circuit Television (CCTV) Cameras. He pointed out that government’s focus of security was on the country’s borders. Mr. Nyensuah’s death like three other auditors from the Liberia Revenue Authority (LRA) is still being investigated. Many believe their deaths were for political reasons or cover up for some malpractices they may have uncovered.

Mr. Weah is either unaware of the financial hardship in the country or does not care much about the innocent lives being lost. A people that can barely afford, how does he expect them to buy CCTVs that cost $1000 USD at a minimum? With many parts of the city out of electricity, how does he expect the cameras to work?

The second concerning issue is the remark made by the Liberia National Police Inspector General, Col. Patrick Sudue at Ministry of Information Cultural Affairs and Tourism (MICAT) press conference.  Col. Sudue alleged that the news of serial and ritualistic killings in Monrovia and other parts of the country were fake stories being created by opposition politicians who want to implant fear and give negative image of the country and malign government’s reputation.

The IG’s statement on these recent issues suggests a political posturing. While Col. Sudue is a political appointee, the office of the Inspector General needs to be apolitical and professional, always endeavoring to maintain the integrity and independence of the Liberia National Police.

In midst of this scaring security situation, such comments undermine the confidence of the people in the government and the ability of the Liberian National Police to combat these criminal acts.

Such levels of insecurities lead to several dire consequences. Those who can afford, would now take the law into their own hands, those who can’t might find other means not necessarily legal. Are we to now become a lawless society? Then, there is the investment angle. It doesn’t present a secured environment for investors. They could then leave the country and with them other citizens and residents out of fear would flee the country. Investors (local and international) do shy away from investing due to insecurity and lack of justice. When investors do not invest, economically the country is affected as unemployment increases. Government incomes (personal and corporate income taxes are lost. Aggrieved citizens usually take mob justice as the only alternative. These amongst many negative reactions are recipes for chaos and anarchy.

The questions now are: what can be done here to change the atmosphere of fear? And how can we do it?

To these questions considering the preceding, the government is under obligation to protect the lives of those residing in the country. To ensure that the citizens do not regret electing the current administration, she has to act, and do it now. To avoid mob justice, the government must take charge of matters immediately. To avoid fleeing of citizens and other residents from the country, the government must muster the courage to dig deep into these happenings and punish perpetrators. To ensure current and potential investors that their lives and properties will be protected here, the government must change gear and expedite investigations into these matters.

In closing, while these acts have happened in the past, the onus is always on the government to fight them and protect the people. The Liberian National Police has to step-up, take control of the security, and avoid becoming political in handling these issues.

The recorded cases of unexplained deaths and proven ritualistic murders stand at 10, for the year 2021 alone. I have extensively paid attention to these cases and the resulting social and political unrest in Liberia in more than 10 recent posts. See my posts dated September 30, October 1, October 4, October 5, October 7, October 9, October 22, October 23, November 9, November 10 and November 11.

Still, despite repeated appeals from prominent civil society and church leaders, politicians and journalists in Liberia, the reaction of the Liberian Government is one of silence and disappointing. This leads unnecessarily to fresh rumors of involvement of high ranking government officials, unfortunately not uncommon in Liberia.

Recently a UN human rights expert urged the Liberian Government to act and investigate the mysterious deaths and disappearances and arrest the culprits of the heinous crimes which are ritualistic murders for occult purposes (‘juju’).  

The ball is now in President Weah’s court. In 2017, the former soccer champion-turned-politician was elected by a majority of the unprivileged youth of Liberia after an election campaign promising them ‘change’. Liberia faces new presidential elections in 2023 and with mounting criticism and an opposition determined to unseat him, Weah is uncertain to gain a second mandate (webmaster FVDK).

Liberian president George Weah faces mounting criticism and an opposition determined to unseat him in the forthcoming presidential elections slated for late 2023.

A UN human rights expert on Friday urged Liberia to investigate claims that a spate of murders this year had a ritual motive, despite authorities having already denied those claims.

Rumours of ritual murders spread on social media in the West African nation this year, with reports of corpses found with body parts removed — possibly for occult purposes.

Liberian police have denied the bulk of the reports, however, and arrested a member of the political opposition accused of fanning the rumours.

On Friday, Morris Tidball-Binz, the UN Special Rapporteur on extrajudicial, summary or arbitrary executions, nonetheless urged Liberia’s government to investigate the killings.

The independent expert said in a statement that at least 10 people in Liberia had been murdered in unclear circumstances in 2021 year, “some of which have reportedly been linked to ritualistic practices”.

“Investigations should fully explore all possible motivations for these killings,” he was quoted as saying.

Ritual murders are not unheard of in Liberia, and were common during the country’s back-to-back civil wars from 1989 to 2003.

Body parts severed from the victim’s corpse are thought to be used in rituals designed to benefit the murderer.

However in September, Liberian Police Inspector General Patrick Sudue announced that most of the recent alleged incidents are baseless.

The same month, police arrested a member of the opposition party Alternative National Congress for posting misinformation about ritual slayings online.

Introduction
In previous posts I highlighted the articles published by two leading Liberian newspapers, Frontpage Africa and the Daily Observer. Also The New Dawn, another well-known Liberian newspaper, has been paying attention to the increasing unrest and insecurity in the country which resulted from the unexplained deaths, disappearances and murders. In the first of three articles presented below, one of Liberia’s main opposition politicians, the leader of the Alternative National Congress (ANC), Alexander Cummings, criticizes the Weah Administration for the lack of security in the country and its lack of action. The author of the second article wonders whether there exists a death squad in the country, given the series of unexplained deaths. Reports of rising wave of murders worry Cummings

The Standard-bearer of the Alternative National Congress (ANC), Alexander B. Cummings says his heart is broken by the rising wave of murders and other acts of lawlessness overtaking the Liberian society.

At least three high profile individuals who have been discovered murdered in their homes in recent times-two are the sons of two former Presidents, Tubman and Tolbert.

Last week the Ministry of Justice ordered post mortem examinations on the remains of John Tubman, Maude Elliot, and William R. Tolbert, III – who were all discovered dead in their homes – as part of a full-scale investigation.

In a podcast over the weekend, why extending his deepest condolences to all the bereaved families, Cummings was irritated that under the George Weah administration, the Liberian Government has continued to fail the nation. Below is his full text.

Cummings: “Under this President, the Liberian Government continues to fail the nation.  The security situation in the country is worsening daily. Communities are unsafe, streets are unsafe, and homes are unsafe. One does not require any statistics to know Monrovia, the nation’s Capital, is overcome by fear and rising crimes. And yet, the President’s response was to disdainfully tell Liberians to buy and install close circuit televisions (CCTV) in their homes.

As families are grieving the many mysterious deaths, unsolved gruesome murders and reports of ritualistic killings that are laying siege to the society, an uncaring President Weah is vacationing at his Jamaica Resort irresponsibly disconnected from the daily living and entrapping fears of Liberians. The President is offering no real solutions to the rising wave of crimes and murders, and some of the government’s explanations around the mysterious deaths and murders have left more questions than they have sought to answer.

Protecting lives is the most basic duty of any responsible government. The Liberian President is the constitutional Head of State and Head of Government. As such, this basic duty begins and ends with President George Weah and he has failed at it.

No government can prevent the commission of all crimes. But no government must be repeatedly unresponsive as this Liberian Government to the rising wave of crimes overtaking the society. Also, no President ought to be vacationing while Liberians are being murdered, including in their homes. No President ought to be partying while murderous crimes are sweeping communities leaving Liberians to live in terror and fear.

Every Liberian life is precious. Therefore, I urge all Liberians to be careful. Move about in pairs. Look out for each other in the communities. Check on each other. Setup and enable community watch teams where it does not already exist and help each other when you sense someone is in distress. We can no longer depend on the failed government. Therefore, we must look to depend on each other for mutual security.

Liberia deserves better.

Liberia: The wave of suspicious killings in Monrovia and parts adjacent is both scary and very disappointing, particularly under a civilian administration where security or law and order should be paramount. However, it seems that ghastly killings in homes every other week or month have become common in our society with the authority at the highest level remaining conspicuously silent.

Our attention is drawn to the suspicious death of three high-profile personalities, two of them, officials of government and a highly established private citizen in just over a month.

On Tuesday, November 2, 2021, the Government of Liberia announced the death of Liberia’s Peace Ambassador Rev. William R. Tolbert, III, youngest son of slain President Dr. William R. Tolbert, Jr. According to the Ministry of Information, Rev. Tolbert was discovered dead at his residence in Monrovia on Sunday, October 31, in what the Liberia National Police described as a suspected homicide. The same day, female officer Maude Elliott of the Liberia Immigration Service (LIS) said to be in her 50s, was found brutally murdered at home in Brewerville, outside Monrovia.

Earlier, in September this year, specifically September 22, 76-year-old John Hilary Tubman, a son of another former President, William V.S. Tubman, was reportedly found dead lying face down in a pool of blood with deep cuts to his neck and forehead with a pillow placed over his head at his residence in Fiamah community, Monrovia.

Interestingly, these personalities were alone in their respective homes when they were brutally killed. These are nothing else, but targeted murders that raise a concern about something sinister being perpetrated, and Police investigations should be able to establish.

There were other mysterious deaths in and around the city prior to these three specific cases listed above. And from the trend of events, we can deduce that there is a pattern being unleashed by a probable death squad that is roaming and seeking its next target.

The killings bear similar wounds that were inflicted in specific parts of the body, indicating there is a hired killer or a group of hired killers involved. Who are they working for is yet to be established but their targets may signal something.

Are we returning to the days of the Charles Julu death squad under slain President Samuel Kanyon Doe? God forbid! But the writings on the wall spell bad omen for our beloved country.

Sadly however, Civil Society, religious leaders and institutions including men and women of moral conscience in our society are silent about the unfolding development. Today, the late John Hilary Tubman, Officer Maude Elliott and Rev. William R. Tolbert, III, are the latest victims of this creeping evil in our country. We don’t who’s next.

Society should speak out now before it becomes too late. It is citizens’ alienable right guaranteed by our Constitution to peacefully assemble, protest and petition their representatives against anything that threatens their peace and happiness. If the current killings must stop, Liberians should rise up now!

Fear has gripped residents in Monrovia after a woman was discovered dead on 17th Street, Sinkor, a suburb of the Liberian capital early Tuesday morning, 14 September 2021, days after another lady claimed to have survived an attempt by her kidnappers to slaughter her for ritualistic purposes.

Residents of the 17th Street, Sinkor community woke up to the horrible news of the discovery of an unidentified woman on the beachside of the community.

Some residents who gathered at the scene have told reporters that the lady was unknown in the community, saying they have never been in the area prior to her death.

They narrated that the deceased appeared to have been sexually harassed and killed in another community by the alleged perpetrators before bringing her corpse to Sinkor and dumping it on the beachside. There were bruises on the lady’s lifeless body and blood was pouring out of it as well.

But James Pewe, a resident of the community, believed that the lack of police patrol in the area was responsible for the lady’s death.

He also said residents of the community are not standing up to take action in helping to protect the community.

Blama Kenneh, a businessman in the area said the young lady’s corpse was the second to have been discovered after a young mad person was also discovered in the nearby vicinity in recent months.

However the spokesman of the Liberia National Police (LNP), Moses Carter said the lady found dead was mentally ill.

The police spokesman told reporters that the deceased was sexually tempered with, and quoted family sources as saying that the lady left her home last week prior to the incident. He noted that police are investigating circumstances leading to her death.

Items found on the scene  belonging to the lady included an empty bag, long sticks, and other lady materials.

Liberia: contradicting statements on the occurrence of ritual killings; man arrested for the selling of human parts

In Liberia, not only impunity reigns – allowing ritual murderers as well as war criminals to walk free. These days also confusion reigns. What is true of the allegations that there’s a surge in ritual murders? Or is it a conspiracy of political opponents who want to discredit the Weah Administration, already heavily criticized for failing to deliver after the election promises which made tens of thousands of young Liberians to vote for the soccer legend?

Whereas the police downplays the present panic which make Liberians staying home after sunset, it also informed the public that a man was arrested with human parts in his possession, apparently for sale. There is only one explanation for this gruesome discovery: there is a market for human parts in Liberia where some people consider human organs and other human parts essential ingredients of ‘juju’. Every Liberian, Sierra Leonean, Gambian, Ghanian, Nigerian knows what ‘juju’ means.

‘Juju’ is being used either to protect, enrich or empower a person, or to put a magic spell on a known or unknown adversary. Belief in it is widespread in West Africa where ignorance and lack of education are the prime causes of the belief in superstition, facilitated by a weak rule of law and impunity resulting from protection by high-placed people. Alleged Ritualistic Killings in Liberia: False Alarms Or Poor Investigative Skills?

MONROVIA — It appears that the combat against alleged acts of ritualistic killings and kidnapping which have widely been widely reported in Monrovia and other parts adjacent in recent times are far from being thoroughly investigated, culprits arrested and prosecuted, as evidenced by the Minister of Justice Counselor Frank Musa Dean accusing those raising alarms of reportedly failing to aid investigations.

Liberians and other foreign residents in the country continue to wake up to news of kidnapping and the gruesome murders of citizens, especially females in few communities in Montserrado County on a regular basis.

Parts are extracted from the remains of the victims by the unknown perpetrators for ritualistic purposes.

The current situation has instilled fears in Liberians and foreign residents, compelling them to return from their various working and selling places earlier than before.

It has also raised questions and doubts over the ability of state security actions to provide security to Liberians and other foreign residents.

Not showing up

But responding to an inquiry from FrontPage Africa over the week end, Cllr. Dean pointed out that most of those claiming to have been kidnapped have not been coming forth to help the police with investigations.

He made specific reference to one Solomon, who claimed to have been allegedly kidnapped from Caldwell and taken to Gbartala, Bong County.

Police Inspector General Patrick Sudue recently informed the public that the information provided to the police by Solomon was false and misleading.

Phone records which were subpoenaed by the police show that the alleged victim never left Montserrado County all during his alleged kidnapping tale.

According to the records quoted by the IG, Solomon was in Clara Town, Vai Town, New Kru Town, among other places, throughout during his alleged ordeal.

Opposing Pastor’s request

Cllr. Dean pointed out that since raising the false alarm, Solomon has not shown up despite efforts applied by state investigators to request his Pastor, who was not named, to convince him to do so.

“This guy has refused to come forward to aid the police investigation. We summoned his call log. On the day he should have been in the custody of kidnappers in Gbatala, the call log placed him in Dixville and New Kru Town. We contacted his Pastor to bring him in. He is not cooperating with his Pastor”.

Last week, the Liberia National Police arrested a stalwart of the Alternative National Congress (ANC), Jethro Saylah Kangar Harris, for allegedly spreading misinformation of ritualistic killing on Facebook.

FrontPageAfrica gathered that Kangar had reportedly posted a picture of a young girl alongside a picture of an open corpse on an autopsy table.

“I’m in tears tonight. It’s so painful how the young people of Liberia are dying mysteriously. This is the late Rolisa N. Gbeintor, alumnae of the Lenn Millar High School. She was murdered and parts of her body were extracted. She had dreams; she had a great future ahead of her but there she lies dead without understanding how”, Harris posted.

Karnga was arrested in Ganta, Nimba County while on a tour with the ANC’s standard bearer, Alexander B. Cummings. He has spent days behind bars.

Family not identified

But Cllr. Dean latest response to the reported death of Rolisa appears like no formal complaint has been made by the family to the LNP.

“We are searching for the parents and family members of Rolisa Gbeintor, who was supposed to have been gruesomely killed”, Cllr. Dean stated.

Another kidnapping story

In another video that went viral on the social media last week, a young lady claimed that she was allegedly kidnapped by a bike rider and another passenger while on her way Red Light to buy her goods.

According to the unidentified lady, a white handkerchief was used by the passenger who sat at her back and she was taken around the Coca Cola Factory Community in Paynesville, outside Monrovia.

She claimed that while her face was tied with a black cloth, she was placed in a black jeep and taken to an unknown destination.

“I saw myself in an unfinished building when they took the cloth from my face and I saw five other women that they kidnapped too. They started to carry them one, one in the slaughter room. I could only hear ‘my people your come, God come for me…they are talking this other parts from on me oh. I was the fifth person and when they carried me in the room, I saw the other table and they had different, different instruments for human parts. They put me on the big table and tore my blouse on me, took off the trouble but my woman sickness (menstruation) was on me”.

“They said but how your bought this chicken here; your know the chicken looking like this and we can’t use it for sacrifice so your put the chicken back outside. That’s how they took me down from the table and carry me back in the room. The other woman too had the same woman sickness on her. So, they said they can’t make sacrifice with us so, let just keep them here and in the night we can go dump them by the wayside. They tied our faces from four in the evening Tuesday with the same black cloth and drove us on the road back in the night. We only saw ourselves in front Coca Cola factory”, the unidentified lady stated.

The lady added that she later decided to take the complaint to Zone 5 in the same area, but since then, she has not been called for further questioning.

Lady escaping?

But according to Cllr. Dean, the lady in question has not shown up for further investigations since she provided her initial statement at the headquarters of the Liberia National Police (LNP) on the Capitol Bye-Pass in Monrovia.

He further doubted the possibility of a slaughterhouse being in the densely populated suburb of Paynesville, outside Monrovia.

“From the day this girl came to the Police Headquarters and provided her initial Statement and said she was going to the doctor to return, she has gone underground. Even her family cannot locate her. Where are the families of the slaughtered people? A human slaughter house in Paynesville, such a populated area?”

Will prosecute PLP suspended SG

Meanwhile, Cllr. Dean has pointed out that the Government of Liberia, through the Ministry of Justice will formally charge and prosecute the suspended acting Secretary General of the People’s Liberation Party (PLP) for illegally possessing and discharging firearm.

Executive members of the Organizing Committee of the PLP suspended the acting Secretary General of the party, Mr. David Woods Beyan, for lying that he was shot by unknown armed robbers, after the police preliminary investigation proved otherwise.

It can be recalled that Mr. Beyan, who is also a founding member of the PLP, claimed that around 3AM on Friday, September 24, 2021, he was shot by unknown armed men for unspecified reasons while on his way home from Kakata, Margibi County where he had reportedly gone on a party function and to attend a family meeting

He told FrontPage Africa via telephone that he noticed two motorbikes carrying four persons tailing him from Mount Barclay and while In the middle of the Parker Paint road, one of the riders reportedly crossed in front his vehicle with speed.

Mr. Beyan claimed that he later got down from his vehicle, in an attempt to compel the bike rider to remove his bike. He was later overpowered by the men and shot on his left thigh.

“They had mask on their faces and I couldn’t recognize any of them. After one of them shot me, they got on the motorbikes and escaped. Right now, I am still feeling pain in my thigh” he told FrontPage Africa via telephone from his hospital bed.

But Cllr. Dean pointed out that the victim shot himself.

His clarification corroborates with information provided by IG Sudue when he appeared on State radio on Wednesday, September 29, 2021.

Police Inspector General Patrick Sudue disclosed that Mr. Beyan told nurses assigned at the John F. Kennedy Medical Center where he had gone for treatment that he mistakenly shot himself in the leg, and the firearm used has been retrieved.

 “This guy shot himself. He carried a weapon he did not know how to operate. We will prosecute him for illegal possession and discharge of firearm” Cllr. Dean stated.

Ghost town

The growing wave of reported kidnapping and ritualistic killings across Monrovia and other parts of the country continue to instill fears in citizens and foreign residents

In Monrovia and other parts adjacent, the streets appear like a “ghost town” and are partially empty as a result of the situation.

Marketers, workers and others are often seen in a hurry during the early evening hours, abroading commercial or private vehicles, tricycles and motorbikes to reach to their respective homes or destinations in a timely manner.

Owners of various businesses, including shops, stores, and supermarkets are constrained to shutdown far sooner than their usual closing times due to the growing wave of insecurity in the post-conflict nation.

It remains unclear whether or not fears of the growing wave of insecurity in Liberia will continue to grapple economic activities or the free movement of citizens and others as state security actors continues to allow those raising alarms to cajole them by giving or falsifying stories that would allow them to escape from investigations.

State actors’ failure

The failure of state security actors, particularly investigators of the Liberia National Police (LNP) to implore additional skills to unearth the truth behind some of these reported kidnapping and ritualistic killings or intensify efforts to hunt and bring forth for investigations those involved or accused remain a major problem confronting the security sector.

On the other hand, the Government of Liberia (GOL), through the Ministries of Justice and Information, Cultural Affairs and Tourism has not been able to swiftly and adequately respond to videos or photos on kidnapping and ritualistic killings before it goes viral on the social media by critics of the regime, who normally share those videos or photos to satisfy their political or ulterior motives.

This continues to hamper and paint the image, particularly the security condition of Liberia bad to the outside world, especially foreign investors contemplating on coming into the country to do businesses.

The Liberia National Police (LNP) says it has arrested and is investigating a 22 – year -old man for his alleged confession of being involved in the kidnapping and selling of human parts across the country.

Suspect Gbala Samula was arrested Saturday, 2 October 2021 in VOA Community, Brewerville, Montserrado County, by the Zone 6 police detachment for allegedly confessing that he has negotiated to sell human parts to a funeral home based in the VOA Community around the beachside.

The accused was not arrested with human parts, but trading in human parts could be considered ritualistic activity.

Confirming the arrest and investigation of suspect Samula, Police Spokesman Moses Carter told our reporter in a telephone conversation Sunday, 3 October that police are having the suspect in their custody for investigation over his alleged role in the kidnap and selling of human parts.

According to Carter, the suspect allegedly told the police that he was convinced by his friend to join him in the kidnapping of human beings and selling of human parts across the country, on grounds that it has money. Carter said the suspect did not name the friend, neither did he state where the friend was residing.

The police spokesman explained further that the funeral home that the suspect, Samula referenced has denied his allegations, saying it is in no business of buying human parts.

Carter refused to disclose the name of the funeral home but pointed out that police are investigating the suspect and if he fails to provide his colleagues and other information, he will be jailed for spreading falsehood and causing panic in the country.

But speaking in a live interview with local broadcaster Voice of Liberia (VOL) Saturday, 2 October 2021 at the Zone 6 police detachment in Brewerville, suspect Samula said he came from Sawelor Town in Grand Cape Mouth County and to live with his big brother in Brewerville, VOA Community.

Suspect Samula narrated that he was engaged by a guy who had proposed that they should sell human beings to get money.

In a related development, the Liberia National Police says it has begun investigating social media false alarm posters, noting that it  has been drawn to the constant habit of some unscrupulous citizens who are bent on posting false alarm information intended to instill fear in citizens and residents of the country.

These false alarm posters are posting horrible photos and videos of fake incidents which are solely intended to portray the country as unsafe and instill fear in the citizenry of the country.

Hence, LNP investigators with immediate effect have been mandated by the Inspector General of Police, Hon. Patrick Sudue to ensure that the social media is monitored regularly and that those who post information aimed at creating fear must be invited for questioning and subsequent prosecution if probable cause is established.

The LNP admonishes administrators of various social media chatrooms to scrutinize information that is placed in their various chatrooms and report those who are in the constant habit of posting said information.

The LNP will not hesitate to ensure that administrators of chatrooms who do not exercise due diligence in the contents that are posted on their various platforms are invited for questioning.

To this end, the LNP envisages that a proper scrutiny of various information placed in chatrooms by administrators will curtail the barrage of inciteful and fearful photos and videos that are circulating on social media.

Ritual murders and mysterious deaths in Liberia – cont’d

Yesterday’s post on the alleged recent surge in ritual murders in Liberia and the spike in mysterious deaths is continued today with a cry from a Liberian journalist and pro-child advocate, Fahnie S. Kollie. The author cries for an intervention, be it from local, Liberian authorities, or the international community, to stop the seemingly endless killing of innocent civilians, men, women, children, for ritualistic purposes.

Another Liberian who has raised his voice against the silence of President Weah over the wave of ritualistic killings across Monrovia and other parts of the country is Dr. Daniel Cassell. 

Dr. Daniel Cassell is the Vision Bearer of the newly certificated People’s Liberation Party (PLP), and also the Chief Executive Officer (CEO)/President of the Dr. Cassell’s Humanitarian Foundation, and Kwenyan Security Firm, operating in Liberia.

I wish to congratulate Fahnie Kollie and Daniel Cassell here for their statements and public intervention. Whereas I commend them, notably for their plea for respect of human rights and their cry for an end to these senseless murders, it is nonetheless important to note that some allegations of ritualistic activities have not been proven even though – it cannot be said enough – every ritualistic murder is one too much.
Liberia, unfortunately, has a long history and notorious record when it comes to ritual killings, mysterious deaths, witchcraft and superstition. Previous posts bear ample testimony to this observation.

Liberia: A Horror Movie – How Did We Get Here?

Liberia has been known to be a peaceful and calm country since the end of the civil war in August 2003. In fact, it is often referred to as a Sweet Land of Liberty. But is this maxim or aphorism still true today? 

Mysterious deaths and ritualistic killings were visible during President Ellen Johnson-Sirleaf’s administration. But why has it drastically increased during this administration? Why now and what’s going on? After the ascendency of ex-Soccer Legend George M. Weah in 2018, Liberians were promised and reassured of a better and safer Liberia; A Liberia where women and children would feel protected and secured; One where the press would be free and citizens would not be haunted because of their individual stance on issues or political affiliation.

A Liberia where the rule of law would be respected and justice would be equally discharged/dispensed to all regardless of status, religion, ethnicity, and background. One that puts the security, safety, and wellbeing of the citizens above all other national priorities. 

We weren’t promised a Liberia of terror, horror, and fear as it is being seen today. President Weah’s inaugural speech 4 years ago gave many Liberians renewed hope and assurance of a new Liberia, but are we experiencing that new Liberia? Just few months into Mr. Weah’s Presidency, things began to go the opposite. A big corruption scandal broke out; the infamous alleged missing 16 billion LRD. 

After the release of a damning report surrounding this saga which established that over 2 billion LRD was unaccounted for, two Liberian professionals who were declared persons of interest in the investigation mysteriously died. Mr. Matthew J. Innis who was the Deputy Director for Micro-Finance in the Regulation and Supervision Department at the Central Bank of Liberia (CBL) died in an alleged hit-and-run in March 2019. 

According to FrontPage Africa, another employee identified as Mr. Kollie Ballah, a general support staff at the CBL, who was believed to be the one that drove one of the trucks with the LD 16 billion from the Freeport, also died in an accident. What seemed like a week’s thing would soon turn into a never ending nightmare for Liberians. 

This was the start of another terrifying episode of mysterious deaths, continued disappearances, and ritualistic killings under the leadership of the newly-elected President, George M. Weah. A year later on October 2, 2020, Mrs. Gifty Lama, Acting Manager of Tax Services at the LRA and Mr. Albert Peters, Assistant Commissioner for Internal Audit at LRA were found dead in a vehicle on Broad Street in Monrovia. Two days later, another auditor of the LRA, Mr. George Fahnboto reportedly died in a vehicle accident along the 72nd Boulevard according to FPA. Still dealing with the mysterious deaths of these three auditors, on October 10, the Head of the Internal Audit Agency (IAA), Emmanuel Barten Nyeswa, was also found dead in his compound along the 72nd boulevard. 

The death of the four (4) auditors with in a period of two weeks sparked huge fear among Liberians who found themselves in the auditing field and every other sector. People could no longer feel safe to be in the streets at night. An autopsy was conducted and the results were released in November. This created mixed reaction among Liberians including family members of the deceased. At first, the mysterious deaths were just circulating among Liberian professionals especially those in government, but soon, this fearful tragedy extended to every Liberian in the country. A wave of mysterious disappearances and ritualistic killings took center stage in the country. 

Shockingly, three boys who were hired by the Proprietor of the St. Moses Funeral Parlor went missing on October 17. Robert M. Blamo, Jr., Bobby S. Gbeanquoi, and Siafa G. Boimah reportedly drowned in a river in Bong County while returning home in canoe which allegedly capsized. Mr. Moses Ahossoushe was accused by some family members of the missing boys of being involved in ritualistic killings but he denied the claim. This incident led to series of protests organized by family members and other concerned Liberians. Up till now, this matter has not been fully resolved. 

After a devastating 2020, Liberians expected a boost of security in 2021 to ensure that these mysterious incidences are minimized. Unfortunately, the situation got worse. On March 2, 2021, FPA reported that the body of a woman who was gruesomely murdered was discovered in the 72nd community in Paynesville. According to the police spokesman, Moses Carter, the police was investigating the mysterious death of a 46-year-old woman identified as Florence Massaquoi. Prior to this, the lifeless body of a man believed to be in his 30s was also discovered in the Outland community near the Benson hospital.

Investigation into these cases were still ongoing when another case involving a 22-year-old boy identified as Mordecial Nyemah was reported. He was found in a rubber bush in Plebo Sodoken District with body parts extracted. These numerous cases of mysterious killings have rapidly increased over the past few months and it is alarming.

Just this month of September 2021, there have been several cases of kidnapping and killing of women and men with parts extracted from their bodies. An employee of the LRA reportedly went missing and is yet to be found. On Tuesday, September 14, 2021, the lifeless body of a woman was discovered on a beach on 17th street, Sinkor. The latest incident to occur was involving a woman believed to be in her early 40s. She was discovered dead and half-naked with bruises all over her body in Caldwell on Monday, September 27, 2021. All of these mysterious happenings coupled with the testimonies from some women, who were survivors of kidnapping/abduction for ritual purposes and the startling revelation made by former manager of the Liberia Airport Authority (LAA), have instilled fear in every citizen especially women. Madam Ellen Corkrum accused the Solicitor General of Liberia, Syrenius Cephus and others of being involved in the killing of young virgins for ritualistic purposes, but he denied the allegation.

With everything that is going on which I consider a “Horror Movie”, the fundamental question is “how did we get here”? How did Liberia get to this point? Liberians are no longer safe in their own country. Women and girls can no longer walk around freely without worrying about someone putting a white handkerchief to their nose or drugging their drink. We no longer feel safe riding a vehicle, a motorcycle, or a tricycle. 

Borrowing the lyrics from the famous “Liar man” song sang by President Weah, “why are we being tracked down in our own country?” what did Liberians do to deserve this kind of terror and harassment? As though the massive corruption, bad economy, poor educational and healthcare system, appalling living conditions of the people, and the high level of sexual and gender-based violence perpetrated against women are not enough, Liberians are made to suffer painful and gruesome killings due to heartlessness and greed by evil people, some of whom have been entrusted with state power. 

Instead of providing security for the people as duty-bearers, they are using the very power to kill people and go with impunity. The situation confronting Liberians is more like the common saying “adding insult to injury or ma die, pa crazy”. It can be recalled that Pres. Weah, speaking during the signing of the book of condolence for the former IAA boss informed Liberians to be their own security thus urging government officials and ordinary citizens to buy and install CCTV camera in their various homes for security protection. 

But my question to the president is, did IAA boss not have CCTV camera at his house? He did but did it provide him security protection? No, it didn’t. Did Pres. Weah do a background check before making such statement? I don’t think so. How many Liberians can afford to install CCTV camera in their homes and even if some can afford, does Liberia have stable and accessible electricity to run the CCTV cameras? No. 

Didn’t the president consider residents of Brewerville, Bensonville, Fendall, Careyburg, Johnsonville and Liberians in rural areas who don’t have electricity at all? I don’t think he did. How do you expect an old lady or an oldman in Butuo, Salayea, Belle Yala, Pleebo and other villages to operate CCTV cameras? 

The situation in the country is horrible and unacceptable. Liberians don’t deserve this kind of terror and wickedness. In the 21 century, when other third world countries are keen on improving their country, coming up with new ideas and inventions, our country is still dealing with the issue of ritualistic killing. Are we serious? This madness must stop. President Weah and the entire joint security force need to take siege of this matter and put it under control once and for all. 

Mr. President, you promised to uphold and defend the Constitution of this Republic and that Constitution guarantees every Liberian the right to life and security; therefore, you must ensure that you uphold and defend those rights. I don’t think this is the kind of Liberia you want. If that’s the case, than you must act now against ritualistic killing. The disappearances and killings must stop. Everyone has the right to Life, Liberty and Security of Person. The universal declaration of human rights guarantees that. So, no one has the right to deprive others of living. Mr. President, Mr. Speaker. Mr. Chief Justice, Hon. Daniel Ziakan, Hon. Prince C. Johnson, Col. Patrick Sudue, Cllr. Musa Dean and every other person in the government, we are calling on you to act now and ensure our sisters, mothers, brothers, fathers, and children are protected. 

To our partners, the US Embassy, EU, ECOWAS, OAU, Civil society Organizations, and others, we are also calling on you to intervene in this matter. We must go beyond issuing statements and press releases. Let’s act together. Either now or never!

The Vision Bearer of the newly certificated People’s Liberation Party (PLP), Dr. Daniel E. Cassell, has expressed disappointment over the conspicuous silence of President George Manneh Weah over the growing wave of ritualistic killings across Monrovia and other parts of the country.

Liberians and other foreign residents in the country continue to wake up to news of the gruesome murder of citizens, especially women, in a communities around Montserrado County.

Parts are extracted from the remains of the victims by the unknown perpetrators, allegedly for ritualistic purposes. The body of a woman, only identified as Oretha, was discovered covered with banana leaves on a dusty road in Caldwell early this week. A day later, another corpse was found in a bush in the Soul Clinic community. Last week, the body of Mr. John Hilary Tubman, son of the late President William V.S. Tubman, was found in a pool of blood, badly beaten to death in his bedroom at his home in Fiamah, a suburb of Monrovia.

The current situation has instilled fear in Liberians and foreign residents, compelling them to return home from their various working and selling places earlier than before.  Citizens are now observing a self-imposed curfew in the country to avoid encountering predators.

In a press statement issued in Monrovia on Wednesday, September 29, Dr. Cassell condemned the callous wave of ritualistic killings across the country by those he called “evil-minded individuals.”

He emphasized that besides the escalating media reports on the shameless murdering of fellow citizens for ritualistic purposes, he has also witnessed videos of individuals recounting horrifying stories of how they narrowly escaped death at the hands of these “predatory, ritualistic carnivores.”

“I have also heard a lady identified as Ellen Cockrum made striking revelations of ritualistic killings on various radio stations — linking top brass of the George Weah administration to ritualistic practices,” Dr. Cassell said.

Dr. Cassell maintained that despite the current situation in the country, nothing significant has been heard from the Liberian Chief Executive and other government officials to allay the fears that have gripped citizens and others.

“In the face of these impending tragic developments, I have not heard President Weah or his government officials say or do anything significant about this wave of carnage, to curb the crippling fear being instilled in the public.”

“It is disgusting and disgraceful that a government would stumble on its constitutional obligation to protect its citizens and supinely watch evil-minded men slaughter them in cold blood,” Dr. Cassell added.

Dr. Cassell further called on the government to take the appropriate steps in arresting the situation.

He said state security forces should “Aggressively hunt down these barbaric killers and bring them to justice.”

“I extend condolences to the bereaved families of all who have been murdered by these carnivores. If this scene of horror hasn’t claimed the attention of President George Weah and his government, I hope this statement draws their attention and causes them to expeditiously end the slaughtering of our people for ritualistic purposes”.

Meanwhile, Dr. Cassell has cautioned Liberians to be mindful while in the streets and commuting across Monrovia and other parts of the country. He, however, prayed for God’s grace and protection upon Liberia and its citizens in the wake of numerous challenges and the growing wave of secret and ritualistic killings that have engulfed the post-conflict nation in recent times.
